Senator Ellis requested that the reconsideration on SENATE CS FOR                                   
CS FOR HOUSE BILL NO. 13(FIN) be taken up. The bill was before                                      
the Senate on reconsideration.                                                                      
                                                                                                    
The question to be reconsidered: "Shall SENATE CS FOR CS FOR                                        
HOUSE BILL NO. 13(FIN) "An Act relating to reimbursement of                                         
municipal bonds for school construction; increasing the base student                                
allocation used in the formula for state financing of public education;                             
relating to the district cost factors for state funding of public                                   
education; relating to school improvement funding; and providing for                                
an effective date" pass the Senate?" The roll was taken with the

Senator Gary Stevens moved and asked unanimous consent that the                                     
vote on the passage of the bill be considered the vote on the effective                             
date clauses. Without objection, it was so ordered and the bill was                                 
referred to the Secretary for engrossment.
